Origins
The Tourism Trust Fund (TTF) was established as a joint initiative of the European Union (EU) and the Government of Kenya (GoK) following the signing of a Memorandum of Understanding (MoU) in November 2001.The Kenya Gazette Supplement of 9 March 2001 established the Tourism Trust Fund, and on 21 December 2001 Financing Agreement No 6370KE, providing funds for the programmes, was signed.An agreed Logical Framework Matrix sets out the specific objectives and purpose of the programme, the activities to be undertaken under the programme and the targeted programme results.
Objectives
The Tourism Trust Fund manages two joint programmes - the Tourism Diversification and Sustainable Development Programme (TDSDP) and the Tourism Institutional Strengthening and Market Promotion Programme (TISMPP). The TDSDP programme is designed to diversify the tourism product by supporting new and existing ventures, projects and initiatives. It aims to create an enabling environment for tourism development and to enhance product quality, sustainability and market acceptability. The purpose of the TISMPP aims at establishing a sustainable base for repositioning and revamping Kenya as a tourist destination. The focus of the component is to provide resources to support the regional and international marketing of the destination, primarily carried out by the Kenya Tourist Board.
MISSION
TTF's mission is to contribute to poverty reduction and private sector growth in Kenya whilst ensuring a sustainable use of natural resources and optimization of tourism satisfaction. The aim of product diversification is to enhance Kenya’s current traditional beach and wildlife safaris with new products such as cultural tourism agritourism landscaped based tourism coastal experiences etc. Structure In April 2002, a Board of Trustees (BoT) was created with responsibility for overseeing the implementation of the two programmes. The Board was constituted a representative from each of the following organisations or interest groups: * Ministry of Tourism & Wildlife. * The National Authorising Officer, Ministry of Finance. * Delegation of the European Commission in Kenya. * Wildlife/Landowners Forum. * Group Ranches Associations. * Kenya Tourism Federation. * Sector-relevant NGOs. Each body represented nominates one Trustee and normally one Alternate Trustee.
